Blood moon. I've got the same issue. After finishing the said side quest, talk to Aya at the East Akkala Stable and she will ask you to light the lantern next to her with the blue flame, but you have to do this in less than three minutes.
i just had to rage quit doin it on mine cause it rained twice and put out the torches when i was nearly there =A=.
